Director of Workforce & Industry Development
Position Summary
The Director of Workforce & Industry Development is responsible for planning, developing, executing, and evaluating all ScreenSask workforce and industry development programs. This includes full operational leadership of crew training programs, , plus new skills, mentorship, and career-pathway initiatives that support the growth of Saskatchewan’s screen industries.
The Director reports to the Executive Director of Screensask, and collaborates closely with the Executive Director, Creative Saskatchewan, training institutions, unions, guilds, municipal partners, and industry employers to address workforce gaps, improve sector capacity, and advance ScreenSask’s strategic priorities.
This is a senior role requiring exceptional program design, stakeholder engagement, strategic planning, and project management skills. Film & television industry experience is a significant asset.
Key Responsibilities
1. Crew Training Program Leadership
- Oversee all aspects of ScreenSask’s crew training programs.
- Recruit, onboard and support trainers, trainees, and participating productions.
- Develop training standards, curricula, resource materials, tracking tools, and reporting frameworks, in collaboration with consultants & stakeholders.
- Ensure alignment with provincial workforce priorities, industry needs, and funding requirements.
- Manage all compliance, documentation, and partner communications.
2. Training & Program Development
- Design and launch new training programs for the film and television industry, and other related sectors.
- Develop professional-development offerings: workshops, certificates, masterclasses, mentorships, and labs.
- Build pathways for entry-level talent and upskilling for experienced crew.
- Establish evaluation metrics and continuous-improvement processes.
- Manage budgets, schedules, systems, and program delivery.
3. Sector Strategy & Partnership Development
- Work with the Executive Director to develop and implement long-term workforce and industry development strategies.
- Lead cross-sector partnerships with unions, guilds, studios, training institutions, municipal partners, federal/provincial agencies, and private-sector employers.
- Support government relations materials, including briefing notes, proposals, grant applications, and reporting.
- Participate in strategic planning, data collection, labour-market analysis, and industry research.
4. Industry Engagement & Communications
- Represent ScreenSask at industry events, panels, training sessions, and stakeholder meetings.
- Produce program communications, guidelines, participant materials, and public-facing updates.
- Work with the Executive Director and Communications staff to promote training opportunities and industry success stories.
5. Operational & Administrative Leadership
- Oversee program budgets, financial tracking, cost reporting, and funder compliance.
- Develop program policies, risk-management plans, and quality-assurance processes.
- Supervise and mentor the Training & Programs Coordinator and project-specific contractors.
- Maintain databases, dashboards, reports, and performance indicators.
Qualifications
Education & Experience
- Bachelor’s degree in film, media, communications, education, business, public administration, HR, workforce development, or a related field (or equivalent experience).
- Minimum 5–7 years experience in film/TV or creative industries OR in workforce development, skills training, education, or program management.
- Experience designing and managing complex multi-stakeholder programs.
- Familiarity with production workflows, screen-sector labour markets, and industry relationships is a strong asset.

- Strong understanding of workforce development, training frameworks, and adult education best practices.
- Excellent stakeholder-engagement, communication, and partnership-building abilities.
- Ability to manage budgets, funding contracts, KPIs, and evaluation systems.

- Comfortable working within a small team and fast-moving, entrepreneurial environment.

Working Conditions

- Some evening/weekend work for events, training sessions, or production-related activities.
- Moderate travel within Saskatchewan; occasional national travel.
